'First level' is the term Italian IT service desks use in Italian sentences: primo livello and first level are interchangeable in the same meeting, because ITIL arrived in English and stayed there. It names the layer every managed service provider actually sells — the desk that answers, triages and keeps the contract — and it does so in the vocabulary the buyer already writes into the SLA.
